Sexual misconduct--which includes bestiality and necrophilia--is part of Luciferian practice, just like blood sacrifices, cannibalism and other blasphemies. Though I don't doubt there is a correlation between Luciferianism and the decline of empires, one must be careful about causation.
In the first place, it was Luciferians who made Rome an empire. The same is probably true of some other empires.
Because the nobility practice sexual misconduct as part of their religion, it's to be expected that sexual misconduct will become widespread over time.
Empires also decline and fall, but the reasons are technological (rivals with weapons), economic (ability to pay an army) and political (they get too large to control).
I would argue that the rise of debauchery and the decline of an empire reflect inherent debauchery of the ruling class. I don't subscribe to the notion that Rome (as an example) started out with a moral ruling class that was debauched by an outside religion.
Some will say that Constantine made Rome Christian, but I would argue that Constantine appropriated Christianity and adapted it to the Brotherhood's purposes (created the "light" pope to balance the "dark" pope).
